is looking for a Drug and Alcohol (SUD) Counselor

Summary:
Under the supervision of the CENS Program Manager the
Counselor/Navigator will complete brief screening, information, and
linkage/referrals, coordination, transportation. Insurance
enrollment and follow-up to clients who are referred to the CENS by
participating agencies, as well as to clients who are walk-ins, who
may need substance used disorder treatment and/or mental health
services.
Essential Functions: Complete brief ASAM screening with clients who
are referred to the CENS by participating agencies, who may need
substance abuse treatment and/or mental health services.
Will provide clients with information and referrals for treatment
services and other ancillary services.
Coordinate with project approved treatment providers as identified
in Service Planning Area 6 and client's needs.
Provide referral and linkage services to appropriate treatment
facilities as determined by the ASAM Brief Screening and
interview.
Provide Case Management Services
Facilitate At-Risk workshops for CENS clients and staff at the
assigned CENS sites.
Facilitate SUD education and workshops for individuals and groups,
recovery support, and hard reduction services.
Coordinate arrangement and transport clients to treatment
locations
Link clients to essential services, housing, mental health, legal
services, and additional need
Assist client in enrolling and verifying insurance (Medi-Cal and My
Health LA)
Assist with the coverage of other CENS co-locations as needed.
Participate in the SAPC monthly and quarterly meeting to meet
funding stream specific requirements.
Provide update and report during the SAPC Quarterly Meeting
Participate in the SPA 6 Quarterly Providers Meeting
Assist in the development of SPA 6 providers database.
Communicate with co-location and community partners to coordinate
services.
Develop and submit weekly client charts to the program manager
and/or program coordinate.
Guide client through the SUD system of care in-network and out
of-network
Responsible for preparing project reports in accordance with
funding requirements.
Conduct follow-up with clients screened and enrolled to SUD
treatment programs.
Provide the Program Manager with all required client information
and screening outcomes.
Communicate with Providers and community partners.

Assist with identifying program enhancement opportunities.
Perform duties based on professional practice with State/ Federal
Government contracts and grants.
Ensure fidelity to evidence-based practices.
Deliver services using the 12 Core Functions of Substance Abuse
Counseling
Submit daily, weekly, and monthly reports in a timely manner.
Maintain appropriate boundaries; and adhere to the agencies Code of
Ethics and Core Values.
Represent the Agency in a professional manner at meetings and
community events.
Wear proper attire during physical activity classes (yoga class,
music therapy, etc.)
Participate in physical activity training (yoga, music events,
etc.)
Secondary Functions Attend all meetings associated with the CENS
and other projects as assigned by Program Manager or Division
Director.
Maintain files/records on client services in compliance with HIPAA,
42 CFR Part 2 and other funding requirements for auditing
purposes.
Perform other duties as assigned by the Program Manager or Division
Director
Other duties as needed' and 'overtime, holiday, or weekend work may
be required.
Experience, Education, Skills and Abilities: Certified or
Registered Drug and Alcohol Abuse Counselor
3+ years job related experience.
Registered employees must complete the certification process within
five (5) years of their initial registration date.
Bilingual Spanish a plus
If in recovery, a minimum of three (3) years of being drug and
alcohol free is mandatory.
Ability to collaborate with clients from diverse cultural, ethnic,
and socio-economic backgrounds.
Ability to communicate effectively, both written and orally
Knowledge of core competencies of Substance Abuse Counseling
Working knowledge of Microsoft Word, Excel, and other database
programs
Knowledge of various community-based treatment providers
Experience collaborating with the criminal justice population.
Valid California Driver License, Proof of Car Insurance, Reliable
transportation
TB Clearance upon hire and thereafter annually
CPR and First Aid upon hire and thereafter
Environmental Conditions (Working Conditions): Exposed to
aggressive clients: must communicate with many sources including
courts, LA County Probation, State Parole, DPSS, DCFS, Mental
Health Departments and other community agencies. Some evenings and
weekends may be required. Sometimes noisy, loud, and disruptive
clients.
Mental Requirements: Ability to monitor, evaluate, and promote
clinical competence, directly and indirectly.

changes in priorities/work schedules; be able to process
information, think, and conceptualize.
