Job Description:
Enforces compliance with Eligibility, Recruitment, Selection,
Enrollment, and Attendance (ERSEA) for assigned ECE
programs.DUTIESSUMMARYEnforces compliance with Eligibility,

assigned ECE programs.ESSENTIAL DUTIESTo perform this job

- Acts as CII's ERSEA representative for the purposes of
maintaining enrollment/waiting lists and compliance according to
the Head Start Act, California Department of Education, and Head
Start Performance Standards.
- Manages the enrollment process for assigned sites, ensuring
that all vacancies at all times.
- Develops and implements ERSEA policies and procedures in
compliance with licensing and other governing bodies.
- Enforces implementation of ERSEA policies and procedures that
will result in ongoing recruitment and selection of children
according to ERSEA ranking criteria.
- Participates in CII's State and Federal reviews, community
assessment, and annual program Self-Assessment.
- Analyzes and evaluates attendance and develops the rationale
and solutions whenever program attendance falls below
85%.ADDITIONAL DUTIES
- Assists families in completing eligibility applications. Enters
eligibility information into Child Plus.
- Informs Family Service Workers and Family & Community
Engagement Specialists upon a child's selection.
- Provides data for program reports as required.
- Other duties and special projects as assigned.SUPERVISORY
RESPONSIBILITIES
- Is responsible for the overall direction, coordination, and
evaluation of the direct reports.
- Carries out supervisory responsibilities in accordance with the
organization's policies and applicable laws. Responsibilities
include interviewing, hiring, and training employees; planning,
assigning, and directing work; appraising performance; rewarding
and disciplining employees; addressing complaints and resolving
problems.
- This job supervises 1-4 staff: ERSEA
Assistants.QUALIFICATIONSEDUCATION & EXPERIENCE
- 3-5 years of experience managing or overseeing early childhood
education services.
- Bachelor's degree in Social Work, Human Services, Family
Services or related field from a four-year university
required.OTHER QUALIFICATIONS
- Possesses a valid driver's license and state-required auto
insurance or reliable access to transportation depending on
business needs.
- Required to travel extensively (> 50% of the time).
- Ability to work with minimal supervision.
- Spanish / English bilingual strongly preferred.
- Ability to handle confidential information.
- Maintains patient privacy, including protecting the
confidentiality, safeguarding the integrity and availability, and
limiting the use and disclosure of patient Protected Health
Information (PHI) to authorized individuals and entities.
- Participates in, conducts, and sustains performance quality
improvement activities according to designated role and
responsibilities.
- Sensitivity to service population's cultural and socioeconomic
characteristics.
- Excellent verbal and written communication skills.
- Punctual and dependable attendance.

accordance with California law, the expected pay range for this
position is included in this posting. The actual compensation will
be determined based on factors permitted by law. New hires will be
offered a salary at the starting point of the range to maintain
internal inequity and allow opportunity for future salary growth.
CII salaries are determined based on comprehensive internal and
external market analysis, as well as the skills, education, and
